NEWMAN — At its June 10 meeting, the Newman City Council approved a resolution adopting a list of road rehabilitation projects to be funded through Senate Bill 1 (SB 1): The Road Repair and Accountability Act of 2017 for fiscal year 2025-2026.
SB 1, enacted in 2017, provides dedicated funding for statewide transportation improvements, including road maintenance and rehabilitation. Each year, cities must submit a list of proposed projects to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), ensuring transparency and accountability in infrastructure spending.
For the upcoming fiscal year, Newman staff identified several streets needing preventative maintenance based on the city’s 2022 Pavement Management Program Update Final Report, which assesses road conditions using the Pavement Condition Index (PCI). The selected projects aim to extend roadway lifespan by improving PCI scores, which range from 0-100, with 100 representing excellent pavement condition.
The approved list of projects includes:
- Fresno Street (State Route 33 to T Street)
- Mariposa Street (State Route 33 to T Street)
- Tulare Street (State Route 33 to T Street)
- Stanislaus Street (Main Street to Inyo Avenue)
- Crack sealing, slurry seal, and striping on Canyon Creek Drive, Park Circle, and various local roads.
These improvements will focus on resurfacing, crack sealing, and minor repairs to maintain road quality and prevent costly reconstructions in the future. The goal is to enhance PCI ratings to between 80-100, extending the usability of the streets for five to ten years.
Newman is projected to receive $334,643 in SB 1 funding for 2025-2026. Additionally, an estimated $323,081 in SB 1 revenue from the current fiscal year will carry over, further supporting road rehabilitation efforts.
By approving this resolution, the City Council continues its commitment to maintaining and improving local infrastructure, ensuring safer and more reliable roadways for residents.
