The Stanislaus County Board of Supervisors is poised to evaluate a $28.5 million package for construction and project management that aims to advance water infrastructure for the Crows Landing Industrial Business Park. Located on the site of a former naval airfield, this long-term economic development effort seeks to unlock access to more than 14 million square feet of industrial space and create thousands of living-wage jobs as the park reaches full build-out.
The proposed action would adopt plans and specifications for Phase 2022 and 2024 well improvements, Phase 1A water facility construction, and an offsite water project. If approved, the county would award a $23.59 million construction contract to Mozingo Construction, Inc., and enter into a $2.49 million professional services agreement with Brown and Caldwell to oversee construction management and project oversight.
Construction is anticipated to begin in November 2025, with completion targeted for fall 2027, weather permitting. The water improvements are designed to support the initial development phase of the 1,528-acre business park, positioning the site to attract industrial tenants and associated employment.
Key infrastructure work includes installing water mains along Fink Road to connect the park to Crows Landing community well sites, plus plans for new water storage, pumping, and treatment facilities near Bonita Avenue and 4th Street. The project aligns with substantial prior county investments, including $22.8 million in planning and infrastructure funding in 2019 and $12 million in ARPA allocations in 2023. An EPA grant of $3.45 million also supports the well-improvement phases.
Tuesday’s vote would authorize a 10% contingency for change orders and increase appropriations by $5.8 million in the county’s Crows Landing Industrial Business Project budget unit. Staff acknowledge a temporary negative fund balance of about $800,000, which could rise to roughly $1.1 million once annual maintenance costs begin in 2027. A long-term funding strategy to cover ongoing maintenance will be presented in a future budget cycle.
