GUSTINE—The Gustine City Council has approved a long-awaited repair to the Henry Miller Park Gazebo roof, allocating funds from the Utility Users Tax Fund to cover the project’s cost. The decision, made at the May 6 council meeting, follows months of discussion over the necessity of the repairs and the selection of durable, high-quality materials.

The gazebo, a key community landmark, serves as a stage for major local events, including the Westside Auto Club Car Show, OLM Celebration, and the 4th of July festivities. It is also rented for private gatherings alongside the Rotary Shelter picnic area. Given its frequent use, council members emphasized the importance of investing in long-lasting roofing materials to ensure the structure remains in good condition for years to come.

The conversation around funding began on December 3, 2024, when city staff presented options for utilizing Community Funds received from Tip Top Farms. The council initially directed a portion of those funds to subsidize the 4th of July Fireworks Show and to replace picnic tables at Harry Schmidt Park. During those discussions, the deteriorating gazebo roof was also identified as a priority, prompting the council to request updated cost estimates with higher-grade shingles.

At an April 1, meeting, council members sought clarification on materials included in a bid from Straight Edge Roofing. Staff followed up, securing confirmation that the quote incorporated Presidential Shake TL shingles, a premium option known for its durability and aesthetic appeal. However, Straight Edge Roofing warned that supply chain issues could affect availability.

City staff obtained revised bids from three roofing vendors, all incorporating the upgraded shingles:

  • Straight Edge Roofing: $28,000
  • Econo Roofing: $32,850
  • Roof Solutions: $37,500

Staff ultimately recommended awarding the contract to Straight Edge Roofing, citing cost-effectiveness and qualifications. To safeguard the project against unforeseen issues, a 10% contingency was added, bringing the total appropriation request to $30,800.

Because the FY 2024-2025 budget did not originally include the project, council action was needed to authorize a budget amendment. As part of the approved resolution, the council formally:

  1. Accepted Straight Edge Roofing’s bid and authorized the City Manager to execute the agreement, along with change orders up to 10% of the contract.
  2. Amended the city’s budget, increasing appropriations in the Utility Users Tax Fund (Fund 002) by $30,800 to finance the project.

With funding secured, work on the gazebo roof replacement is expected to begin soon, ensuring that the community can continue using the space for public and private events without concern for its condition.
