NEWMAN — The Newman Police Department has welcomed a new officer and promoted one of its own to sergeant, marking key milestones in its ongoing effort to bolster staffing.
Peter Kennedy, a graduate of San Joaquin Delta College Police Academy Class 49-21, joined the department this month. Kennedy holds a bachelor’s degree in criminal justice from California State University, Stanislaus, and previously served as a deputy with both the San Joaquin County and Stanislaus County sheriff’s offices.
Also advancing within the department is William “Will” Parrott, who was promoted to sergeant. Parrott began his law enforcement career in Newman in August 2017 and was promoted to corporal in January 2021. He is a graduate of San Joaquin Delta Police Academy Class 36-15 and earned his bachelor’s degree in criminal justice from California State University, Sacramento, where he was a member of the university’s rowing team.
The staffing updates come as Newman continues its recruitment efforts, which began in May with an open call for police recruits. The city is seeking candidates for full-time academy sponsorship, with the goal of expanding its ranks through entry-level training and certification.
Newman’s efforts reflect a broader trend among small police departments nationwide, many of which are facing significant challenges in hiring and retaining officers. According to a 2025 report from RespondCapture, more than 70% of law enforcement agencies say recruiting new officers is more difficult now than it was five years ago. Applicant pools have shrunk by as much as 60% in some areas, and departments are operating at just 91% of authorized staffing levels.
The recruitment crisis is driven by shifting public perceptions, a competitive job market, and lengthy hiring processes that can deter potential applicants. Smaller agencies, like Newman, often face additional hurdles due to limited resources and fewer incentives compared to larger departments.
Despite these challenges, Newman continues to invest in its public safety infrastructure, aiming to attract qualified candidates and retain experienced personnel to serve the community.
