Gustine City Council awards $488K roadwork contract for 2025 SB 1 improvements

GUSTINE — The Gustine City Council on Tuesday approved a resolution awarding a $488,885 construction contract to Consolidated Engineering, Inc. for the city’s 2025 SB 1 Improvements Project, following staff recommendations and a competitive public bidding process.

The project, funded through a combination of Senate Bill 1 (SB 1), Measure V, Regional Surface Transportation Program (RSTP), and gas tax revenues, will rehabilitate several key roadway segments across the city. The council authorized the city manager to execute the agreement and manage any change orders up to 10% of the contract value.

Road segments slated for improvement include:

  • Lucerne Avenue between Jensen Road and Linden Avenue
  • Elm Avenue between Meredith Avenue and Wallis Avenue
  • 4th Avenue from West Avenue to the alley west of 5th Street
  • 4th Avenue from the alley east of 5th Street to 4th Street
  • Alley east of 5th Street between 5th Avenue and 6th Avenue
  • Railroad Avenue from Hunt Road and Sullivan Road intersection to Meredith Avenue
  • Hunt Road north of Railroad Avenue

The scope of work includes pulverizing, edge planing, chip sealing, paving, striping, and other related repairs aimed at improving safety and mobility. The engineer’s estimate for the project was $571,517.70, and Consolidated Engineering submitted the lowest responsive bid among four received.

The project is budgeted at $769,128, with funding allocated as follows:

  • SB 1: $225,000
  • Measure V: $300,000
  • RSTP: $44,128
  • Gas Tax: $200,000

An Initial Study conducted under the California Environmental Quality Act (CEQA) found no significant adverse impacts, and the project qualifies for a categorical exemption under Section 15301(c), which covers repairs to existing facilities.

City officials said the improvements align with Gustine’s strategic goal of maintaining robust infrastructure and will enhance the overall quality of the local road system.

Construction is expected to begin later this year.
