NEWMAN — The Newman City Council on Tuesday approved a resolution declaring a public nuisance on the 700 block of Barrington Avenue, citing multiple violations of city code related to the accumulation of covered vehicles and deteriorated property conditions.
The council’s unanimous vote followed a public hearing in which no objections were raised by the property owner. City staff reported that the property in question had multiple vehicles parked in both the yard and driveway, many of which were covered and appeared inoperable. The site also failed to meet city standards for off-street parking, paving, and drainage.
Under Newman Municipal Code Section 8.02.030, such conditions are considered detrimental to public health, safety, and welfare. The ordinance identifies nuisances as including the accumulation of abandoned or inoperative vehicles visible from the public right-of-way for more than 10 days, as well as unsightly or deteriorated premises that diminish the value and enjoyment of neighboring properties.
“The abatement of public nuisances enhances the livability, community appearance, and environmental conditions of the city,” staff wrote in their recommendation to the council.
A notice of violation had previously been sent to the property owner, outlining the abatement procedures and their right to object at the hearing. City officials conducted a final compliance survey on Monday, and the property remained on the abatement list due to unresolved violations.
The city will now proceed with abatement, which may include the removal of vehicles, debris, or unpermitted structures. Costs associated with the cleanup will be recovered through a lien on the property, as authorized by city code.
While the fiscal impact to the city is expected to be neutral, officials emphasized that the action aligns with Newman’s broader efforts to maintain neighborhood standards and prevent blight.
The nuisance declaration is part of a larger enforcement initiative aimed at improving community aesthetics and protecting property values throughout the city.
