Newman Council to consider $197,600 parks and landscape maintenance contract

NEWMAN — The Newman City Council on Tuesday will consider awarding a three‑year parks and landscape maintenance contract to Joe’s Landscaping and Concrete, Inc. for an annual cost of $197,600.

The agreement would cover maintenance of the city’s 15 Landscape Maintenance Districts and nearly 40 acres of parks, including 25 acres currently serviced by contract. Joe’s Landscaping has held the city’s maintenance contract since 2020, when it entered a three‑year agreement later extended through March 2026.

City staff solicited bids for the new contract as the current agreement approaches expiration. Three qualifying bids were received and opened Feb. 25. Joe’s Landscaping submitted the lowest responsible bid at $197,600 annually. EG Concrete bid $291,044, and Cal Green Landscaping submitted the highest bid at $835,046.16.

According to the staff report, the contract includes maintenance of parks, landscaped areas within the city’s Lighting and Landscape Districts, and cleaning of Sherman Ditch. The agreement also includes a provision preventing price increases for the first three years. After that period, the city may consider a one‑year extension with a Consumer Price Index adjustment if both parties agree.

City officials said the contract will not impact the general fund. The Lighting and Landscape Maintenance District Fund would cover the bulk of the cost, with Sherman Ditch cleaning split evenly between that fund and the Wastewater Fund.

If approved, the resolution would authorize the city manager to execute the contract and related documents.
