Three members of the West Side Community Healthcare District Board of Directors will be up for reelection after the board voted for their seats to appear on the ballot in November on June 22.
Those individuals are Sandy Walsh-Guajardo, Ashley Casteel and Debbie Lopes. Their terms expire in December 2026, resulting in them appearing on the ballot.
Walsh-Guajardo joined the board to represent Zone 2, Newman City, in December 2024. She told the Westside Connect that she wanted to be a board member to help the local community and see how her experiences as a tax preparer can help the district.
Casteel joined the board in June 2025 due to a seat vacancy. She represents Zone 3, which is Stevinson. In an interview with the Westside Connect, Casteel said she joined the board to help the Gustine community as she is concerned about a 30-minute emergency wait for an ambulance.
She previously was involved in the district’s campaign marketing for the then-Measure D in 2022 and the WSCHD’s Emergency Medical Services (EMS) week.
At the same time as Casteel, Lopes became the board’s vice president. She took over the role after Kenneth Helms, who previously held the position, resigned in March 2025 without explanation. She represents Zone 4, which is Gustine City. Lopes joined the board to focus on improving the district’s ambulance operations, she said.
Board members David Varnell and Bob Vargas’ terms will expire in December 2028, and will be running for reelection in November 2028.
