Newman council to consider supporting county’s 2026 27 CDBG action plan

The Newman City Council on Tuesday night is expected to sign on to Stanislaus County’s 2026‑27 Annual Action Plan for federal housing and community development funds, a routine step for members of the countywide Community Development Block Grant consortium.

The item appears on the council’s consent calendar.

Newman is one of eight jurisdictions participating in the county‑led CDBG and Emergency Solutions Grant consortium, which receives annual allocations from the U.S. Department of Housing and Urban Development. The programs are intended to support three federal goals: providing decent housing, creating a suitable living environment and expanding economic opportunities for low‑ and moderate‑income residents.

To receive the funds, the county and its partner cities must adopt an Annual Action Plan outlining the specific projects to be funded each year. The plan is part of a larger five‑year Consolidated Plan that identifies regional housing and community development needs and priorities.

For 2026‑27, Newman is slated to receive $129,001.66 in CDBG funding. The city plans to continue work on the Steffensen/Sunshine Park Area Improvement Project, a multi‑phase effort that includes sidewalk, curb and gutter repairs, street resurfacing and the replacement of aging fire hydrants on Sydney Avenue, Leslie Avenue, Pine Street and Pine Court. The project has carried over due to HUD delays and allocation timing.

Federal rules require that CDBG projects benefit areas where at least 51 percent of residents meet HUD’s low‑ or moderate‑income thresholds. Because HUD’s census‑based data no longer reflects conditions in several Stanislaus County neighborhoods, including parts of Newman, county and city staff will conduct door‑to‑door income surveys to confirm eligibility.

The county expects to receive about $2.3 million in CDBG funding and $202,398 in ESG funding for the coming fiscal year.

Council adoption of the resolution signals concurrence with the county’s plan, allowing Stanislaus County to finalize the document and submit it to HUD.
