The Gustine City Council approved a draft of its annual airport capital improvement plan (ACIP) to be submitted to the Federal Aviation Administration (FAA) last Tuesday.

The more than $1.5 million estimated plan provides an insight of upgrades to the city’s municipal airport within the next five years. According to the agenda report, two projects are planned for the 2027 fiscal year through the ACIP, the runway rehabilitation and runway lights replacement projects. Both projects are estimated to cost more than $1 million.

According to the agenda documents, designing for the rehabilitation project is expected to go from April to December 2027 while both the bidding and construction is expected to take place from March to September 2028. Designing for the lights replacement project is expected to also happen from April to December 2027. The bidding is scheduled to happen from March to April 2030, with its construction starting from June to September 2030.

Additionally, city staff have not resolved discussions with FAA personnel in regards to the airport’s Hangar Replacement project. The City Council voted 5-0 to accept a bid to remove nine hangars from the airport in August 2025, citing its degrading infrastructure.

The project, funded by the Infrastructure Investment Jobs Act, may move its construction to 2028, per the agenda report. The construction is estimated to cost $175,000.

Gustine receives $150,000 annually from the FAA for its ACIP funding towards the city’s airport, according to the agenda report.
