Newman council approves SB 1 project list for 2026–27 road work

NEWMAN — The Newman City Council on June 9 approved its annual list of street and road projects to be funded through Senate Bill 1, the statewide Road Repair and Accountability Act of 2017, setting the stage for a new round of pavement rehabilitation and maintenance work in the 2026–27 fiscal year.

The council’s June 9 vote adopts the resolution, which identifies the streets and neighborhoods slated for improvements using the city’s allocation from the Road Maintenance and Rehabilitation Account, or RMRA. State law requires cities to publicly list all projects proposed for SB 1 funding each year and to report which projects were completed.

City staff said the list is based on the 2022 Pavement Management Program Update, which evaluates every street in Newman using the Pavement Condition Index, or PCI — a 0‑to‑100 scale that helps determine which roads are most in need of preventative maintenance. Roads with PCI scores between 60 and 80 are prioritized because sealing and resurfacing them now can extend their useful life by five to 10 years.

The work may include paving, crack sealing, slurry seal and restriping, along with minor dig‑outs where needed. Staff said the goal is to bring each selected roadway to a PCI between 80 and 100.

For the 2026–27 fiscal year, the city identified the following projects for SB 1 funding:

  • Fresno Street from State Route 33 to T Street
  • Tulare Street from State Route 33 to T Street
  • Mariposa Street from State Route 33 to T Street
  • Stanislaus Street from Main Street to Inyo Avenue
  • Crack sealing, slurry and striping in the Steven’s Ranch and Lucas Ranch II subdivisions and various local roads
  • An update to the citywide Pavement Condition Index

Newman is projected to receive about $348,580 in SB 1 funding for the upcoming fiscal year.
