The Gustine City Council is expected to consider a series of local facility requests, service agreements, and policy updates during its regular meeting on Tuesday.
One of those policy updates is changes to the city’s Marquee Sign Policy. The marquee sits on the corner of Highway 33 and Highway 140 and has three sides. The City controls two of those, which face the highways and First Avenue respectively. Gustine Unified School District controls the third side, which faces Gustine High School.
The City has 15 message slots with two of those designated in the policy as being available for paid advertising. The number of times those two ads come up depends upon how many of the other slots are filled at any given time. The City routinely has fewer than 15 total messages used but this depends entirely upon activities and initiatives taking place in the City at any time, either sponsored by the City, school district or community organizations.
Staff is not proposing a reduction to the advertisers in dollar amount of an advertisement period but rather an extension of time constituting each period, which does bring the cost-per-display down and supports economic development. The estimated cost-per display for the advertiser under the revision calculates out to less than one cent per display.
The council is also expected to vote on a request from the Gustine Historical Society to waive facility rental and cleaning fees for its annual Salad Bar Luncheon, scheduled for Wednesday, Oct. 14, at the Al Goman Community Center. The requested waiver totals $538 in city revenue. According to city staff, the total fiscal impact on Gustine would be approximately $755 when factoring in staff hours to review and clean the facility. Proceeds from the event support operations at the Gustine Museum.
Council members are also expected to review plans for the city’s 12th annual Halloween Trunk or Treat event. Staff recommends keeping the event on Saturday, Oct. 31, from 6 p.m. to 8 p.m. despite neighboring Newman holding its event the night before. The proposed street closure would block Fifth Street between Second and Fifth avenues from 4 p.m. to 9 p.m. to allow for setup and cleanup. Staff is also asking for authorization to permit mobile food vendors downtown during the event.
Additionally, Gustine High School is seeking the use of city streets, services, and a waiver of related fees for its upcoming annual Homecoming Parade and Night Rally.
In administrative matters, the city council is expected to consider two additional separate resolutions:
Electrical Services: Authorizing the city manager to enter into an agreement with Telstar Instruments for on-call electrical services.
Conflict of Interest: Adopting an updated Conflict of Interest Code for the city.
Police Chief Ruben Chavez is also scheduled to present recognition and promotions for the Police Explorer Academy graduates.
