NEWMAN — The Newman City Council on Tuesday will take up a full agenda that includes labor agreements with two employee groups, a new salary schedule for management staff, the annual levy for the city’s Lighting and Landscape Maintenance District, and a public hearing on nuisance abatement.
Most items are scheduled for approval on the consent calendar, including warrants, minutes from the June 9 meeting, and a standard waiver of full readings of ordinances and resolutions. Council members will also consider three labor‑related actions: ratifying memorandums of understanding with the Operating Engineers Local 3 Miscellaneous and Public Works bargaining units, and adopting an updated salary and benefits package for management, supervisory and confidential employees.
A public hearing will follow on the proposed assessment for the city’s Lighting and Landscape Maintenance District for the 2026‑27 fiscal year. The district includes 15 zones throughout Newman and funds maintenance of public landscaping, lighting, irrigation systems, storm drainage, sidewalks, pathways and graffiti removal.
Under the Landscape and Lighting Act of 1972, the city contracts with NBS to prepare the annual engineer’s report and submit the levy to Stanislaus County for placement on the property tax roll. The proposed assessment totals $440,200.77 — a 2.477% increase based on the regional Consumer Price Index. If approved, the resolution would confirm the assessment and order the levy for the fiscal year beginning July 1.
The council will also conduct a public hearing on nuisance abatement and consider adopting a resolution declaring the existence of public nuisances under the city’s property maintenance ordinance. Property owners received notices outlining violations, abatement procedures and their right to be heard. City staff will complete a final inspection on June 22, and any properties that have corrected violations will be removed from the list before the hearing. Abatement costs for unresolved cases may be recovered through property liens. The property up for discussion is located on Oak Canyon Drive.
